At this stage, the Odyssey application’s ability to structure virtual spaces, or “rooms” becomes a key asset in the quickened pace of preparations for a possible NEO (non-combatant evacuation operation). In addition to the virtual USCP Operations Planning Room, the CINC establishes a virtual JTF “Ops Center” to support focused planning by the ARG and CTF 76, who has been tentatively identified as CJTF for the NEO. Planners from the commands and agencies indicated are able to move among Odyssey rooms to discuss options with other planners, including the embassy in Jakarta. The Odyssey room construct also provides security by restricting access to sensitive information from participants who do not have the “need to know.”
The campaign object, already begun in the Web Planner, is the basis of the intensified planning now undertaken under CTF 76 direction. In order to ensure that the plan object addresses required issues, the “Turbo” or “Navigator” interactive function of the Planner “walks” the CTF 76 OPT though the required elements of a complete plan.
The involvement of the ARG in planning for the anticipated NEO is incorporated into the planning process via the virtual JTF Ops Center. Here the ARG’s Crisis Action Team (CAT) - composed of the PHIBRON and MEU commanders and selected senior staff members - assist in developing the Campaign Object on the Web Planner collaboratively. Supporting them is the ARG Battle Staff which is made up of key personnel from the PHIBRON, MEU elements (battalion, helo squadron, service support group). The Battle Staff develops and refines a proposed course of action with the tools available via the IT 21 suite.
