Having gained an initial sense of what actions may be possible or required in responding to the Drapan crisis, the OPT begins sketching out a Course of Action (COA) to rescue the Red Cross workers. The OPT meets in the Odyssey Operations Planning Room to further develop the campaign plan already begun. Using the “turbo” interview function of the Web Planner, the OPT, under the direction of the J30-OPT, fleshes out a COA Concept of Operations (CONOPS), a preliminary list of required forces for the operation, and initial logistic support requirements. As they work on these tasks, the OPT refers to the actual location of possible forces using the LEIF toolkit and examines their readiness with the RAS application.
Participating in these deliberations are the service component commanders - CINCPACFLT and FMFPAC - and COMSEVENTHFLT and III MEF. These commanders can provide additional insight into the suitability of the forces and the emerging CONOPS for their employment. Likely supporting commands, such as SOCCOM and TRANSCOM participate either directly from their headquarters or via liaison officers. The Facilitate.com application allows this interaction to be accomplished in an orderly and logical fashion, with the COAST application being used by the participants for exploring different options for force assignment, employment, and support. At the conclusion of this process, the OPT develops a PowerPoint Decision Briefing for the CINC, which includes a draft CINC’s Intentions statement relative to the crisis.
In order to coordinate the anticipated logistic support for the upcoming rescue, USCP forms the Logistics Readiness Team from among key members of the USCP staff and service components. Its members meet in an Odyssey virtual “Logistics Readiness Center” to evaluate the supportability of the emerging CONOPS.
