After meeting with the OPT, USCP decides to prepare for the worst - military action to rescue the Red Cross workers. Using the Odyssey Operations Planning Room, USCP and subordinate and supporting commands “gather” for an update on the situation. CINCPACFLT, COMSEVENTHFLT, FMFPAC, and III MEF are also included in this meeting as they were in the initial OPT proceedings. Additionally, CTF 76, the WESTPAC amphibious force commander on Okinawa, is asked to join since the forces considered most likely for the operation - the USS Belleau Wood WESTPAC ARG - are under his command. The VSB forms the basis for this briefing, which is conducted by the Joint Intelligence Center, Pacific (JICPAC).
During the briefing, the USCP OPT reviews the CIP and the J30-OPT uses the ACOA Web Planner to open a Campaign Object related to the Drapan situation. As planning for military operations in response to the crisis continues, this Campaign Object will be built upon, eventually developing into an operations order (OPORD).
In order to guide the process of building the campaign plan, the J30-OPT utilizes the IPM tool to develop a workflow plan for the COA development. The J30-OPT also uses the Facilitate.com application in conjunction with the Odyssey Operations Planning Room and the Web Planner to coordinate input on the situation from members of the OPT. Facilitate.com is a conferencing tool for managing a group discussion. Included are a brainstorming tool for generating ideas and a voting tool for ranking these. With these tools, the OPT will develop the specified and implied tasks for a Drapan rescue. The OPT will also make a “first cut” selection of forces for assignment to the JTF using the Force Management Tool (FMT). These and other key planning considerations developed during the session are incorporated into the Campaign Object via the Web Planner.
At this point, USCP OPT has developed an appreciation for not only the situation on Drapo, but the likely operational impacts of the developing crisis from the CINC’s perspective. The Web Planner is used to draft a formal CINC’s Assessment OPREP-3 PCA message to the NCA articulating these concerns.
