This Concept of Operations - or CONOPS - is intended to show the users’ interaction with the technologies developed by the Adaptive Course of Action Advanced Concept Technology Demonstration (ACOA ACTD). The ACOA ACTD is a DISA/USCINCPAC (USCP)-sponsored program to develop high technology C4I applications which will support planning and execution of military force in crisis operations. This CONOPS supports the ACTD on several levels. By providing an operational context for the use of the ACTD-developed applications and tools, the CONOPS provides an initial guide for military planners as they encounter these for the first time. At the same time, the CONOPS will provide ACOA technology developers with a sense of how their products should function in supporting the military planner.
In order to illustrate the complex employment of the ACTD technologies, this CONOPS uses graphics supplemented by explanatory text. This allows the option of using the CONOPS in a briefing format for training or group discussion. CONOPSes are intended to be “living” documents, undergoing a steady process of change as the technologies evolve to meet user needs and as user procedures evolve with enhanced technology. Accordingly, dialogue between technology developers and military planners involved with the ACOA ACTD is encouraged, with feedback from this dialogue being incorporated into the next iteration of the CONOPS.
