This illustrated CONOPS has been designed around a fictional contemporary crisis in the USCP area of responsibility (AOR.) In keeping with current USCP thought on crisis operations, the scenario is divided into three distinct phases. During Situation Awareness, information regarding the potential crisis is collected and presented to decision makers, who begin seeking alternatives for dealing with the looming crisis. During the next phase, Execution Planning, the CINC and his joint task force commander develop a military course of action (COA) to meet the nation command authority’s (NCA’s) objectives for resolving the crisis. Finally, during Execution, the CINC’s forces conduct operations to resolve the crisis per the approved COA.
As backdrop for CONOPS scenario, increasing tensions on the Neolesian island of Drapo have resulted in clashes between government military forces and rebel insurgents. As the scenario begins, a group of Red Cross workers traveling a jungle road becomes caught in a crossfire between government and insurgent forces and takes refuge in an abandoned church. Luckily, their cellular phone still works, and they contact the national Red Cross office.
As word of the workers’ plight becomes known, the International Committee of the Red Cross (ICRC) contacts the U.S. Department of State to alert the U.S. government (USG) and seek assistance. The ICRC regional director and the Department of State (DOS) Special Assistant to the Undersecretary for Global Affairs discuss the situation.
