Finally, as the situation of the Red Cross workers becomes critical, the NCA orders USCP to execute the NEO plan and Operation ISLAND COMFORT swings into action. Among the first steps taken at USCP is the forming of the Crisis Action Team (CAT), which will monitor the ongoing progress of the operation. The CAT will also have its own virtual Crisis Action Team Room where the various desk officers assigned the CAT can use the ACOA technologies in concert with other applications available at their workstations. The developing plan is available for supporting commands and agencies to review via the VPB. This allows action officers to be proactive in supporting the NEO. At this point, the OPT’s role changes from planning to monitoring the progress of the operation should the need arise for a rapid re-planning effort. This monitoring function is accomplished with the IPM tool, which looks for the accomplishment of key milestones in plan execution.
Because this operation will involve the deployment of supporting forces from outside the theater, the USCP Deployment Management Team forms in its own Odyssey room to coordinate the deployment of these forces. A first step is the validation of the forces required to deploy in support of the plan. This is undertaken by the CJTF and the CAT using the RAS, Force Manager, and JADE tools to identify required forces, make a final assessment of their readiness to execute the now approved plan, and determine the most effective scheme to “flow” them into the USCP AOR as needed. Working with CINCSOC and TRANSCOM, the DMT finalizes the deployment plan and monitors its execution.
The JTF 510 FSB is a member of the JTF Ops Center Odyssey room and coordinates the arrival of the KC-130 and AC-130 aircraft. Because the FSB has access to the plan object, arriving aircrews are briefed and prepared to support the NEO as soon after arrival as possible.
As the mission to rescue the workers begins, sensitive political issues and last minute confidential details which must be coordinated with the embassy and the ICRC are coordinated in the Odyssey JTF Ops Center.
